Basically, the answer is "Not in its entirety". Many of the County GenWeb sites have it broken down showing their county 1891 Census returns. I know Queens County has it, or at least has it linked. Would be nice if there WAS some sort of central effort, offering a bit of a "tie-in" to the 1881 (available on FamilySearch.org) and the 1901/1911 available on Automated Genealogy pages. Many also have 1871 available at the County GenWeb level. Some have earlier records, some don't. I'm sure, if you went to CyndisList.com she likely has a good links page for the various 1891 Census holdings available online.
