Without a closer look I would guess one of the following Merchant Navy Medal 1939-45, Occupation of Japan medal or territorial service medal (which is for the UK, so without knowing more about him I’m not sure). There are several organisations in the UK selling this type of medal as a fund raising means-off the top of my head, in addition to the above there are medals for National Service, Suez, Bomber Command, Artic Service, Rhine 1950-1992 etc etc. Can’t be specific about which one he has!
