I agree with Wendy. I have used use Rootsweb's Freepages since 1998. The FreePages sites are used primarily by individuals and small associations. The only draw back I see is the roots ancestry banner that you have to have on the pages and some people are nervous about their AUP. But it is the best deal at the moment.
