It is available to all and you can promote it with no problems. (2) There are free mail groups that you can start that will provide archives, management, etc., and, again, these do not take up space on your drive except for the files you want to keep. All the work is done by someone else. You will see an example of this on my webpage for "Saints & Sinners" newsletter. There is an icon you can click on to start your own free mail group. It provides you with archives, counts on usage, details on message sources and more. My recommendation to you would be to use the Rootsweb mail list for a surname group since it is in the genealogical setup and people would be more apt to look for it here.
