I have never had a Church (mostly Catholic) refuse, but I suppose some might. I don't think who the mortuary was falls under privacy. Sometimes the mortuary has info on whether or not there even was an obit. Some of my relatives did not have one written. When I am unable to find info one way, another way needs to be tried.
