Yes, this is correct. Nebraska's adoption records are sealed and you can only receive the adoptive birth certificate when requested. However, if you can prove that your birth mother is deceased, then you are entitled to the original birth certificate. So my only question to the State of Nebraska has always been - how can I prove my birth mother is deceased if I don't even know who she is? Does this make any sense?
