I was born about 8 miles north of Valentine near the South Dakota line. There is a lot of Sand Hills in and around Valentine so I know it is one of the main counties but I'm sure there are others also. The Historical Society at Valentine could answer your questions as well as the Nebraska Historical Society in Lincoln. I visited the Valentine Historical Society and while there I purchase two volumes of History of the Sand Hills from them. They are mostly about the towns and people in the Sand Hills. I don't think the Valentine Society has an e-mail address but I think the Nebraska Society must have one. I don't have the address right now or I would send it. Best wishes Tom Powell
