I think what you need is NOT precinct data, but the names of the townships because that's how they generally break down a county's census records unless you are talking about a very large city (something Nebraska simply did not have in the 1880's). There is an excellent reference called a Township Atlas that is often available at genealogy libraries that shows the breakdown of townships within each county within the state. It's quite a large book, and I believe that paperback copies are about $85, so it isn't something that we're going to all run out and purchase for our home libraries as a rule. However, I've made a lot of xerox copies of the counties I have ancestors in so that I can study the relationships of the townships in that county...helps determine the likelihood of which "Mary Jones" someone might have married, for example, if there are several people with the same name, and the same approximate age. Also good for determining whether a township was close to a county line, so that the possibility of someone marrying in another county because their intended was in the next county shows up.
