I found Joseph R Girard on the 1920/1930 census living in Harvey, Wells, North Dakota. He is married to Laura, last name unknown. They have two children, Laura Josephine born 1922 and Joseph C born 1925. He is an engineer for the railroad. Am looking for the parents of both Joseph and Laura.
