Rae, I know Penelope was born in 1773 because her 1846 obit says she was age 73 when she died, hence 1773 was the year of her birth. This was published in the Southern Christian Advocate by I, assume family members. Probably so but obituaries are not the best evidence in my opinion... it is the information that the newspaper printed and suggests the submitter of the obituary knew information that may be proven to be accurate by other sources. With that said, it may be the best estimate we have to date.... that is if there are no other sources that give other dates of birth. Believer in the "preponderance of evidence."
