This was Don't panic.  This is a hoax virus.  Go to <A HREF="http://www.symantec.com/avcenter/venc/data/jdbgmgr.exe.file.hoax.html"> http://www.symantec.com/avcenter/venc/data/jdbgmgr.exe.file.hoax.html</A> for more info.   Bottom line is that Windows installs this file (cutsie bear icon and all) on everybody's system, so of course you DO have it in your system.  If you've already deleted it, don't panic.  Only a few people who are tinkering with Java management will ever miss it.  You probably don't need to do anything else.  Just don't keep the warning circulating :)
