I looked in the Herbert Hoover Geneology Book and found a Julia A Hoover who married John Richardson Plummer. They had a daughter named Maggie Lee Plummer who married Haze Loflin. They are said to have had 2 children. Joseph Hoover who married Mary Nance was in Julias line. If you go to the library and read the Herbert Hoover Geneology book.
