It's important to be aware of the fact that published cemetery surveys of counties do not necessarily include *all* cemeteries in that county. (Here in South Carolina, most counties have been surveyed or surveys are in progress.) If you use the WPA cemetery surveys, what cemeteries were surveyed depended upon how much the WPA supervisor for that county decided to allocate for cemetery surveys out of his total budget. (These were for burials before 1914.) Some counties' cemeteries were apparently not surveyed at all. In general, the closer the cemetery was to the county seat, the more likely it is that the cemetery was surveyed by the WPA.
