Martha, I have little concrete to add re Persis Westbrook Allen. The only reference to her in the Charles Westbrook Bible is: "Persis Allen Deseast this Life the 15 day of April 1830." I have no solid evidence as to who her parents were. The fact that she is listed in the Charles Westbrook Bible suggests that she was closely related to Charles (and he was of course the son of Moses and Persis Young Westbrook). Her name itself would strongly suggest that she too was a daughter of Moses and Persis. However, there is no Persis Westbrook in a list of births from the CWBible which appears to be a fairly comprehensive list of the children of Moses and Persis. I guess that the absence of her name could be an oversight or perhaps her birthdate was unavailable when the list of births was compiled.
