I don't know about specific Johnston County records, but, generally speaking, the availability of birth records, per se, is unlikely. In my experience, information about an individual taken from a death/burial record is only as good as the person giving the information--especially when it pertains to the person's birth. Did the son die before the mother? Who was the person providing the information about his death? If he died first, she herself may have been the one to provide the information. In which case, analyzing the evidence may provide the answer. Have you looked for Briggs and Bullard in the 1790 census records? Even though this was before her birth, you may find a Briggs or Bullard family living near a Lowder family. This would also point to one name over the other. Just some ideas...
