As for the Register of Deeds, I sent through a message about that website a few months ago, and that message gave the reasons for the temporary suspension of the online system. I talked to the director then, and he put me in his database so that he could let me know when the vital records system is back online. So far I haven't heard anything, and it looks like it's still not up.
