It sounds like you answered your own question, in changing from tax supported to more user supported. From some of what I have seen, you would also automatically receive entire files, which for Civil War Pension Files can often run hundreds of pages, rather than the "selected" pages you now receive, and this would actually be a price decrease for many users that request the entire file. By copying entire files rather than having to go through and select records, it would speed up service. As listed, once they reach a decision, there will be a 60 day period for public comments.
