Hi, I was born in Guilford County, NC in 1937, but I remember my Mother telling me that "the County Home" was where one had to go when they had no money, no one to care for them, no place to go......so, perhaps, some were "mental", certainly most were elderly, but I don't ever remember hearing that it was a mental institution.......the mental instutition was called "Dix Hill" & was located in Wake County (Raleigh)...hope this info helps.
