The obvious conclusion is that many of these local vital records offices simply do not want to provide any records. They don't want to have the bother of locating and providing copies of records or of dealing with visitors or mail. They make the process so difficult, or impossible, that there is virtually no way for you to complete the process. I believe that one phrase to describe it is "Catch 22." The $25 per record from the state sounds very reasonable compared to the cost of trying to satisfy the processes instituted by the various offices. -- Dan Durham
