He is located very near to James McNeill of Rockfish Creek, my ancestor. James McNeill lived up near Raeford, NC along today's border of Cumberland and Hoke County, NC. There is a John Culbreath living in Captain McKissick's district in 1789 with 150 acres. I can't identify the neighborhood. Usually in this list everyone has a poll number with their names, John has no number of polls by his name. All others with no poll number appear to be dead, with "deceased" or "estate of" by their names.
