At http://statelibrary.dcr.state.nc.us/ncnp/sect2.htm, you will find the North Carolina Newspaper Project. The only paper that would cover the time period is the Chowan Herald, weekly, 1934-1993. The call number is EdCH, and there are 37 reels of microfilm. They should be able to tell you which reel(s) would cover the 1940's. They may be available on interlibrary loan.
