    3. My grandmother who was born in 1911 in Royston, Franklin Co, GA did not have a birth certificate for much the same reasons already mentioned. When she was ready to retire from Fulton Cotton Mill in Atlanta GA at the age of 65 and ready to draw on her social security, they would not allow her to do so until a 'Delayed Birth Certificate" was applied for. She told them her birth date however, they did not take her word for it. They had to locate her in the census for the county she was born in order to prove she was born *laughs*. At any rate, we all know how that goes...they are usually off by a year or two. She did get the certificate of delayed birth however, they would not allow her to retire for 1 year after the application. I am not sure for this except the census was off a year. I would think anyone in the 1900s would have had to apply for much the same and some record is found.
