He was found on a tax list in 1797 at Captain Pennington's District (4), Wilkes County, North Carolina. He was found on a tax list in 1799 at Captain Baker's District (4), Wilkes County, North Carolina. He appeared on the 1800 census of 1800 at Ashe County, North Carolina. He entered land 31 May 1800 Long Branch of Heltons Creek, Ashe County, North Carolina. He was mentioned on land entry of Isaac "Hitchecok" 'enters 150 ac in Ashe county on waters of Little Haltons Cr; Border: Begains on the Virginia line and Begain near James Rippys line; includes the vacant land on waters of long Br' on 5 August 1800 at Ashe County, North Carolina. He entered land 3 December 1804 Waters of Little Heltons Creek, Ashe County, North Carolina. He appeared on the 1810 census of 1810 at Ashe County, North Carolina, listed as J. Rippee with four male and three female children. He was found on a tax list in 1811 at Clay County, Kentucky. He appeared on the 1820 census, enumerated 1820, in Clay County, Kentucky, listed with seven male and two female children.
