Tracy, A "patroller" was someone who was appointed in each district of the county to patrol for slaves..making sure they were following the laws....like walking around with a pass, not congregationing together, looking for runaway slaves, etc. What you saw probably was a list of patrollers or a list by someone who was the head patroller for that district.
