I don't like may either because it means might or means having permission. 'Will" turn it over would be my preference. However all sites on RW are the property of the person who is CC. The SC cannot take over a RW county site (source of numerous problems in the national project) so perhaps some wording should be added to make it read, "in the event a CC chooses to leave, they will agree to give the website back to the project for future reassignment. All contributed material will remain the copyright of the contributor." Then when a CC joins the project they can agree to this if they leave. This still allows them to take down stuff they put up personally although only the most vindictive sorts would do that. I would be happy to agree to such a statement at any time for any county.
