Elinor: Since William Butler Owings died in January, 1871, I suggest that you get someone in Jackson, MS look at the newspaper microfilm which covered the State - The Clarion-Ledger. Since he was in Jackson and in the Legislature, this would have certainly have been news. Sorry that you were treated so shabby by the Archives Department as they are usually very good on responding. If this is the case of no response, I suggest that photocopy the check and write a letter of complaint to the Director, MS State Department of Archives and History. IF the Dept. of Archives and History searched and did not find anything, at least they should have written you or if they used up the time that your money paid for they should have let you know. Now I know they receive many "crazy" requests, but yours seems reasonable. May not do any good, but at least you will have tried. There were not any newspapers preserved for Winston County in 1871 - the earliest that we have is the 1880s - the Winston Signal and in 1892 the one that still serves our rural county, The Winston County Journal.
