He was born March 28, 1958 at Hopewell, Missouri, a son of Floyd Carter and the late Mary Catherine (Wilkerson) Carter. On June 10, 1980 he was united in marriage to Tina Riddle at Owensville, Missouri and to this union one daughter was born. They shared over twenty-five years of marriage together. Francis was a loving and devoted husband and father. Those who remain to mourn the passing of his life include his wife, Tina Carter of Potosi; father, Floyd Carter of Potosi; a daughter, Angela Carter of Potosi; a grandson, Noah Carter of Potosi; two brothers, Daniel Carter and wife Vicki of Potosi and Harold Carter of Farmington; one sister, Jackie Warden and husband Randy of Potosi; nieces; nephews and many other relatives and friends who will sadly miss him. A visitation service was held Wednesday, February 1, 2006 at the Britton Funeral Home of Potosi. All arrangements were entrusted to the care and direction of the Britton Funeral Home of Potosi.
