Stephen, I have the Vernon County maps that you mentioned. Yes, they show every township in the county and have the names of the landowners written on the section of land that they owned at the time. Mine is the 1876 map. It is well worth the small investment. You get several pages showing all the townships. Do you subscribe to the Bushwhacker Musings? It is the Vernon County Historical Society quarterly magazine. It is great and you can post quires. Go to their website at www.bushwhacker.org and you can probably join on-line. It's only $10 a year.
