Turns out in the site "Family History 101" (County History section) "by 1852 the expansion of the city westward caused the Legislature to create the 2nd Municipality" which was dissolved by the Amended Charter of 1855 (p 196, sec 13--also GoogleBooks) and brought the Bremen, Florence & Highlands areas into the City.
