Official state birth and death records started in 1910 in MO. They are at the Bureau of Vital Statictics in Jefferson City, MO. Unless your relative got a "delayed" birth certificate, as my mother did who was born in 1909, I don't believe there are any birth certificates before 1910. My Handy Book for Genealogists says that "county clerks were required to register births and deaths from 1883 to 1893. Records still extant can be obtained from the county clerk or the Missouri State Archives, 1001 Industrial Drive, PO Box 778, Jefferson City MO 65102. State registration of births and deaths began in 1863 but did not reach full compliance until 1911. Don't know if this will help Jan with her request, though. But it might be worth a try.
