Payne who also served in the Civil War (Co, (E) 1st Regiment of Arkansas Cavalry Volunteers (I have the pesion file). James L. Payne was married to Martha L. Watts of Arkansas. James L. Payne's death certificate lists Elijah Payne as his father and Kesiah Phillips as his mother. I have seen his mother's name as Phillips/Phips/Fifs/Phelps.
