That William, living next door was your Lucinda's brother. Remember, Lucinda hasn't been born yet, so she wouldn't be listed in the 1870 census. This was the ONLY John and Sarah who matched the birthstate perfectly, and the time being in Illinois matches your Lucinda's info on t he 1900 census, that she was born in Illinois. Hope this helps!
