The problem with that address is that they won't have the certificates for Bedwas, that will be Caerphilly council probably or Blaenau Gwent. The old county of Monmouthshire was broken up into five unitary authorities in 1997 and the various register offices, therefore, come under those authorities. I can't find the list I had telling me where each register office and their records had been moved. I should imagine that the information will be on GENUKI.co.uk Ann Macey List Admin
