You're not he only ratepayer, you know. Your council tax covers all sorts of services that aren't paid for at source. Perhaps I should pay so much a day to send my child to school, pay per book when I use the library lending service? Give the refuse collectors £2 per bin collected? Where does it stop? A camera may be able to store 4000 images, but I can't photograph that many in a day, and staff time isn't taken up by requesting photocopies. I am on a budget, and I already pay council tax. Council tax payers are overburdened due to empire-building and waste, not because I want to photograph a few records in my spare time. Incidentally, to use the service, I have to take time off work, so that is already costing me money in addition to travelling costs.
