Yes. 42 days. What /wasn't/ in place at that time was the ability to penalise offenders for non/late registration. That didn't arise until 1875 when a fine was introduced. A stiff one too, by the standards of the time. You'll occasionally see people state that registration was voluntary until 1875. That was not the case.
