I fear that the marriage certification for George Mouser and Phoebe Best was burned in the 1864 Montgomery Co. courthouse fire in 1864 and therefore lost. As a stab in the dark you might wish to query the St. Louis Co. MO Rootsweb site to see if they can do a lookup for the marriage in their book, St. Louis Marriage Index, 1804-1876, published by the St. Louis Genealogical Society. Good luck on your research.
