Obituary: Jefferson City Post-Tribune, September 2000 Ralph E. Winters, 80, Eldon, died Sept. 24, 2000, in Columbia. He was born Oct. 31, 1919, in Low Wassie, a son of Clarence and Ruth Neal Winters. He was married to Opal Winters, who survives in Eldon. An Army veteran of World War II, he was a corrections officer. He was a member of the Winona VFW. Other survivors include one daughter, Barbara Davis, Clinton, four grandchildren and two great-grandchildren. One son, Earl Wayne Winters preceded him in death. Services will be at 10 a.m. Tuesday at Phillips Funeral Home, Eldon. The Rev. Ernie Buscher will officiate. Burial will be in Greenmore Memorial Gardens, Barnett. Visitation will be from 4-8 p.m. today. Memorials are suggested to the American Heart Association or the DAV.
