Unless you can find a family connection to Kirksville, one speculation could be that Fulton State Hospital might have contracted out for indigent burials. Perhaps the undertaker in Princeton, MO (on the other side of Kirksville from Fulton) was the low bidder, and he used a Kirksville cemetery. Just a guess.
