The Missouri Territory did not include the so-called "boot heel" segment between the Mississippi and St. Francis Rivers. That segment was in Arkansas Territory. Although I do not recall the source, my recollection is that this segment belonged mostly to a large land owner who wanted to be part of the new or soon-to-be state of Missouri rather than Arkansas.
