This could have been a meeting of veterans to decide the formation of a Jefferson County post. They probably attended a meeting in St. Louis for this purpose. There would eventually be three posts in Jefferson County. The Perry V. Fletcher post # 46, located in De Soto. The J. N. Whitehead post # 171, located in Victoria. The Jno. D.
