Karl, There are no 1890 census records left for Jeff Co, due to fires at the Census bureau. I have a copy of the printed 1900 Jeff Co census as published by Rose and Eugene Camden. There are no listings for ROCK or ROQUE. Other spellings I looked at were: Rasch, Rasche, Rauh, Roach, Roesch [Eugen, m, 17, Fra], Rorsch, Rouch, Rouse, and Rust. No Arris or Eugenia. I also looked at K's that may have been mis-interpreted from R's. I checked Kaack, Keck, Koch, Kock, Koeh, and Korte. Nothing. Perhaps they went to Wash Co earlier than you thought. I have no other 1900 census records.
