He's shadowed my every movement. I want him to leave me," Frank BENANTI, Italian lawyer, complained in the office of the election commissioners late yesterday afternoon. While BENANTI waited for the attention of a commissioner, he told the bystanders his story of the "hounding tactics" of the police. Judge E. E. PORTERFIELD was among the listeners. He approached the patrolman pointed out by BENANTI. "You can't do this, you know," the judge remonstrated. "It's unconstitutional. This man has a right to go where and do what he pleases, without being watched by the police." The patrolman laughed. "We're not watching him. But he'd better be careful or we will." The patrolman strolled out of the office.
