The light of a cigarette, smoked by a man who sat on the Missouri Pacific tracks, caught the eye of a patrolman at Second Street and Grand Avenue about 4 o'clock this morning. "Better get off these tracks," the patrolman advised. "Come on, now, move on; move on; beat it." "Can't," the man said. "Why?" "Just got my feet cut off," the cigarette smoker answered. The patrolman learned that the man was telling the truth. Both feet were crushed and he was in danger of bleeding to death. The man was hurried to the emergency hospital, where it was learned that he was E. B. STEELE, an inspector for the water department. After treatment by Dr. E. A. POND, an emergency surgeon, he was taken to his home, 4226 Wiedenmann Place.
