PHENIS. Yesterday was the anniversary of City Clerk Albert PHENIS' birthday occurring some years ago. It was not forgotten. A delegation of the friends of that popular official, in convoy of a large clock of the grandfather species, rapped at the portals of his elegant home at the hour of eight. The clock was a birthday gift for Mr. PHENIS and was intended to call his attention to the flight of time at proper intervals. The "take it" speech was made by Mr. Will CLOON and was freighted with wit and sparkling imagery. Mr. PHENIS' reply showed his deep appreciation.
