HALPIN, HAYES, McAULEY "The Kansas City Times" (Missouri) Friday, December 7, 1900 WILL ARREST ALL VAGRANTS. Chief HAYES and Inspector HALPIN have issued orders to the patrolmen and detectives to arrest all strangers who are wandering about without an excuse for being in the city. Housebreakers and highwaymen have become very industrious during the last few days, and the intention is to put all of them behind the bars.
