The Owensville newspaper is called the Gasconade County Republican. They have been around for a very long time so I am sure if you called their number in Owensville you could request it. I live out of state and no longer take the paper from there so I don't have the number but the area code changed last year to 573. I'm sure you can get a number at 573-555-1212 which should be directory assistance for there. Good Luck.
