I'm having the same problems, one thing I'm thinking is that compliance was not great in the beginning. I am going to ask the archivist who was in charge of this project and see what he can tell me. Will let you all know if I find out anything. The index is complete for 1910 to 1955, as soon as the records for 1956 are released they will be added, etc. The images so far (this is ongoing) are from 1910 to 1920.
