I did find an Earl Gallemore on the 1930 census in Leavenworth, KS. He is listed with many others in the National Military House". It could be that he is stationed there (if they did such a thing then), or he is in the military prison there. My thought would be he is in prison. It does show he and his parents were born in Kansas. He was 36. If he was in prison, it may well explain the need for an adoption. I also found an Earl Gallemore that died in KC, MO in 1968 and was buried in Wadsworth, KS. You did not indicate if you knew if Earl and Mable were her parents. One thing you may try, if you haven't already done so, is to get a copy of her Social Security Application form. No matter when she filled it out, it required both parents names including mothers maiden. I believe the cost is $27 thru the Social Security Administration. Best of luck. Chuck McCardie
