I think that picture goes with the Turn of the Century, I have never seen any Hat like that as a Civil War uniform... nor do I think his clothing is of Civil War Uniform vintage. Any Re- Inactors Out there ???Yes he is wearing a medal. Can't tell what kind. I am not familiar with what they might have worn during the Spanish American war?? Teddy Roosevelt and all that! Firemen and Police men wore hats of that style very early, especially in the cities!
