If this sounds like your Isora (how many could there be?), you might want to send an SS-5 letter to the Soc. Security Admin. There is a fee by the SSA, I believe. If he was near Isora's age, he may not have been on his own (i.e., listed separately) in the 1920 census and almost surely not in earlier ones.
